With each new year, the Rio Grande Valley Partnership ushers in a new board of directors. Although some of the leadership changes, the structure of the board remains the same: four vice-chairman, one from each county the Partnership represents, assist one chairman, from a different county in turn every year.
In 2008, the chairman of the board of directors is Bill Card, III, with Card Investment Group in Harlingen; the chairman-elect is Sergio Contreras with AT&T in McAllen; and the immediate past chairman is Kent Shepard with Shepard Insurance Agency in McAllen. Community leaders selected from across the four-county region, representing diverse business interests, comprise the remainder of the board. A complete list of the 2008 board of directors, including the executive committee, appears on the bottom of this page. New officers and directors are installed each January.

After the Partnership board of directors identifies the regional priorities, its full-time staff members implement the programs. Those working at the Partnership headquarters in Weslaco, Texas include Bill Summers, president and chief executive officer; Elizabeth Walker, executive vice president; Veronica Villegas, membership director; Fawn Foudray-Golich, program director; and Connie Martinez, receptionist.
